글 / 시민행정신문 논설위원 우종철 | 전쟁은 예고 없이 오는 법이다. 2023년 10월 7일 팔레스타인 무장단체 하마스의 공습으로 이스라엘이 전쟁을 선포하고 반격에 나서면서 양측의 유혈 충돌은 극한으로 치닫고 있다. 공휴일 새벽에 허를 찌른 대규모 공습을 이스라엘 정보기관 모사드는 물론 미국 중앙정보국(CIA)도 이를 사전에 감지하지 못한 것으로 드러났다. 러시아-우크라이나 전쟁에 이어 전면전으로 치닫는 이-팔 충돌은 중동을 넘어 글로벌 안보 지형을 흔들고 있다. 미국의 전선이 유럽에 이어 중동으로까지 분산되면 아시아에 대한 안보 집중도가 떨어질 수 있다. 만약 중국이 대만을 병합하려 든다면 북한이 오판할 수 있는 상황이 조성된다. 하마스의 공습은 핵무기나 탄도미사일뿐 아니라 재래식 전력만으로 국가안보를 뒤흔들 수 있음을 보여준다. 북한은 하마스와 보다 월등한 대규모 포격 전력을 갖췄다. 정부와 군 당국은 정찰자산을 총동원해 북한의 1000문 이상의 장사정포와 20만 명 규모의 특수작전부대 등에 맞설 대비책 강화와 요격체계 개발에 속도를 내야 한다. 해전海戰하면 충무공 이순신을 떠올린다. 그러나 충무공 이전에 왜倭로부터 우리 바다를 지킨 장군이 바로 6세기
